Event kind 30085 (parameterized replaceable). Key design decisions:
— Mandatory expiration tags (temporal decay, 90-day half-life)
— Rating scale 1-5 handles negative attestations without separate mechanism
— Tier 2 scoring uses cluster diversity: (unique_clusters / total_attestors) × avg_rating
— Observer independence: no global score, clients compute locally from own relay set

Built on the attack scenario analysis from last week. Six known failure modes documented, three still partially unsolved (cluster collusion, temporal burst, eclipse).
