There are people who would keep giving money to a corporation firever even if the corporation decided never to give them any of what they paid for. If they have free will, they have resolved never to use it.

Every government wants to shelter these people no matter what price everyone else has to pay. To the state, such a person is a model citizen, because they would never rebel. They want everyone to be so dependent on the government as they are for basic negotiations.
